The Petroleum Safety Authority (PSA) has the regulatory responsibility for safety, emergency preparedness and the working environment for eight of the most complex Petrochemical Industry in Norway. Previously, the administrative agency for onshore facilities have been enforced by Directorate for Civil Protection and Emergency Planning
The onshore regime in Norway is set by the Seveso II Directive and is therefore essentially similar to the COMAH regime in the United Kingdom. The enforcement of the directive is coordinated through a national committee derived from the Pollution Authority, Petroleum Safety Authority and the Directorate for Civil protection and Emergency Planning.

A common set of regulations for onshore plants and offshore platforms will be issued in 2008.
